Yes. If you want your own independent shop website, you normally need both a domain name and web hosting.
Your domain is your website address, such as yourshopname.in.
Your hosting is where your website pages, product photos and other files are stored so people can access them online.
But there is another question I think every local shop owner should ask:
Do I really need to build and maintain my own website just to put my shop and products online?

Domain prices depend on the extension and registrar. Hosting prices depend on the server, storage, traffic and features you need.
For example, Hostinger India offers different website-hosting plans, while GoDaddy India provides domain registration and hosting services.
Introductory prices can also be different from renewal prices, so always check what you will pay after the first year.
And remember: domain and hosting are not the full cost of a website.
You may also pay for design, development, themes, plugins, maintenance or someone to manage the site.

This is the point I discuss most with local retailers.
Suppose a shop owner in Jaipur sells footwear.
He doesn't want to become a web developer.
